STRATEGIC PLAN

1999 - 2001

The National Association of State Motorcycle Safety Administrators (SMSA) has developed this strategic plan as a guide for the next several years. Not a static document, this strategic plan is developed to provide a framework to capitalize on opportunities and develop programs and activities to achieve specific results within a planned time-frame. The primary purpose of this plan is to design and maintain a system which will enhance the performance of the Association in serving its membership.

Mission

"The National Association of State Motorcycle Safety Administrators is an association dedicated to fostering and promoting state-administered motorcycle safety programs and representing state interests relating to motorcycle safety by working cooperatively with those individuals and organizations having an interest in motorcycle safety"

The Association serves its members by:

Providing a forum for the exchange of information and ideas, as well as the identification of issues of concern to the membership;

Analyzing issues of concern to the membership, developing resolutions, and recommending a prescribed course of action;

Providing a technical resource to improve the effectiveness and efficiency of state-administered rider education programs;

Providing a common voice for collective representation to external entities, including governments, vendors and other parties of interest; and

Educating its constituency and external entities on the issues, positions and resolutions of the Association.

Vision

A strong professional organization viewed by its members and affiliated government and non-government agencies as an expert source on state-administered motorcycle safety programs;

An organization focused on improving the efficiency and effectiveness of motorcycle safety programs;

An outreach facility fostering and promoting state-administered motorcycle safety programs and representing state interests relating to motorcycle safety by working cooperatively with individuals and organizations having an interest in motorcycle safety; and

Provide technical assistance, program assessments, and training programs which promote uniformity and standardization of education and training practices.

 

 

Direction: To comply with the organizational mission and achieve the vision objectives, the following directions are recommended by the Executive Committee for the Association. The direction spans a period of approximately three years and includes the Professional Development Grant from the National Highway Traffic Safety Administration (NHTSA). The directions are not program-specific in many cases, but will provide the master plan for the Association over the next several years.

Nurture partnerships with corporate and professional members.

š

Increase communication between the Regional Representatives and member states.

š

Foster and encourage unity and the sharing of ideas through networking among the members.

š

Continue to provide technical assistance to our members.

š

Develop a document for the SMSA, similar to the National Association of Governors Highway Safety Representatives (NAGHSR) document, entitled "Policies and Priorities" in which SMSA would establish key policies on significant issues.

š

Conduct a national workshops for instructors and administrators (August Conference). Analyze results and plan future workshops.

š

Continue to conduct, compile and publish the State Motorcycle Program Survey annually.

š

Continue to advise members of motorcycle safety related issues.

š

Continue to promote SMSA’s mission and goals at meetings of professional organizations in which SMSA holds membership.

š

Obtain and/or maintain membership in professional organizations which support and benefit motorcycle safety and SMSA’s mission.

š

Organize and conduct professional development training for state administrators through a grant from the National Highway Traffic Safety Administration (NHTSA).

š

Continue to support NHTSA in refining and increasing the conduct of program assessments and encourage members to avail themselves of these services.

š

Recruit new members, e.g., non-member states, corporate and professional members that will benefit the SMSA and its mission.

š

Review and revise goals to meet the changing needs of members.

 

Final Thoughts: The Association’s strategic plan builds upon the successes of the past and develops greater capabilities, influence and stature of the Association in the motorcycling community.
