STRATEGIC PLAN

The National Association of State Motorcycle Safety Administrators (SMSA) has developed this strategic plan as a guide for the next several years. Not a static document, this strategic plan is developed to provide a framework to exploit known opportunities and develop structures to achieve specific results within a planned time-frame. The primary purpose of this plan is to design and maintain a system which will enhance the performance of the Association in serving its membership and the needs of the motorcycle industry.

 

Mission

"The National Association of State Motorcycle Safety Administrators is an association dedicated to fostering and promoting state-administered motorcycle safety programs and representing state concerns relating to motorcycle safety by working cooperatively with those individuals and organizations having an interest in motorcycle safety"

The Association serves its members by:

Providing a forum for the exchange of information and ideas, as well as the identification of issues of concern to the membership;

Analyzing issues of concern to the membership, developing alternative resolutions, and recommending a prescribed course of action;

Providing a technical resource to improve the effectiveness and efficiency of state-administered rider education programs;

Providing a common voice for collective representation to external entities, including governments, vendors and other parties of interest; and

Educating its constituency and external entities on the issues, positions and resolutions of the Association.

Vision

A strong professional organization viewed by its members and affiliated government and non-government agencies as the authoritative source on motorcycle safety programs;

An Organization focused on improving the efficiency and/or effectiveness of state motorcycle safety programs;

An outreach facility fostering and promoting state-administered motorcycle safety programs and representing state concerns relating to motorcycle safety by working cooperatively with individuals and organizations having an interest in motorcycle safety; and

An education repository providing technical assistance, program assessments, and training programs which promote the uniformity and standardization of practices.

 

 

Direction: To comply with the organizational mission and achieve the vision objectives, the following directions are recommended for the Association. The direction spans a period of approximately three years and includes the Professional Development Grant which will be administered through the National Highway Traffic Safety Administration. The directions are not program-specific in many cases, but will provide the master plan for the Association over the next several years.

Recruit new members, i.e., non-member states, corporate members, etc.

š

Develop, coordinate and implement a workshop for the membership with emphasis on state administrators (February Conference). Review the results and plan future workshops.

š

Conduct a national workshop for instructors and administrators (August Conference). Review the results and plan future workshops.

š

Continue to conduct and publish the results of the annual membership survey.

š

Establish and maintain as a living document a nation-wide event calendar for the membership.

š

Create a brochure to advise members what technical assistance and training for individual states and programs are available through the SMSA.

š

Continue to provide technical assistance to members.

š

Continue to advise members of motorcycle safety issues and share solutions which have worked for other members states.

š

Continue to support the Curriculum Advisory Committee by providing SMSA members to sit on the Committee and providing feedback and input from the SMSA membership.

Obtain membership in professional organizations which support and benefit motorcycle safety.

š

Continue to project SMSA's mission and goals at meetings of professional organizations in which SMSA currently holds membership.

š

Continue partnership with NHTSA in promoting rider safety by completing the licensing project.

š

Arrange for and present professional development training for state administrators through a grant from NHTSA.

š

Continue to support NHTSA in refining and increasing the conduct of program assessments and encourage members to avail themselves of the service.

š

Review and revise goals to meet the changing needs of members.

š

Foster and encourage networking among the members.

Expand membership through recruitment of non-member states, corporate members, etc.

Continue to support the Curriculum Advisory Committee by providing SMSA members to sit on the Committee and providing feedback and input from the SMSA membership.

Proclaim SMSA's mission and goals at meetings of professional organizations in which SMSA holds membership or whose goals support and/or benefit motorcycle safety.

š

Continue to arrange for and present professional development training for state administrators through a grant from NHTSA.

š

Review and revise goals to meet the changing needs of members.

š

Foster and encourage networking among the members.

 

Final Thoughts

The Association’s strategic plan builds upon the successes of the past and develops greater capabilities, influence and stature of the Association in the motorcycling community.
