Introduction

December 1999

This year we celebrate our 15th Anniversary! The SMSA was established in 1984 as a forum for the exchange of information and ideas among state-sponsored motorcycle rider education programs. The original handful of states has grown into a nationwide membership which includes 44 states, 23 corporate and professional members, and an ever increasing list of individual members. We are proud of our progress and the service the Association has provided - not only to our members, but to the motorcycling community as a whole.

Today, the SMSA provides guidance in planning, implementing and evaluating statewide safety programs. Our members work to make a difference. They are the people who actually manage rider safety programs at the state level and they work with interested professional and corporate organizations and dedicated instructors to make motorcycle riding a safer and more enjoyable experience. Our members willingly share their experiences and expertise with others in an effort to enhance safety on our streets and highways - especially for motorcyclists. The State Motorcycle Program Survey is only one example of the Association’s commitment to share information with others.

There is little, if any, argument about the need to improve and expand motorcycle safety programs. Studies indicate that motorcycle rider education programs contribute significantly to the reduction of motorcycle accidents and fatalities. Unfortunately, the majority of motorcyclists have not participated in formal rider training.

The State Motorcycle Program Survey is a result of the commitment of the SMSA membership to work together to improve motorcycle safety and to enhance the quality of life that brings enjoyment to those who ride. The Association recommends and is happy to make the Survey available to anyone truly interested in safety programs. We welcome feedback from you so that we can continue to meet the needs and address the areas of interest to those involved or interested in motorcycle safety.

We wish to thank all individuals, groups, and organizations which contributed to the accomplishments reflected in this document. SMSA membership categories include state (voting) members, corporate, professional (non-profit organizations), and individual members. If you are interested in joining us to enhance motorcycle rider safety, please write or call for an informational brochure. We invite your support and membership.

Sincerely,

Albert F. Thornton

Chairperson
