LICENSING AND RIDER EDUCATION INTERFACE


Does your state licensing program interface with your rider education program?

ARIZONA Rider Ed. Is conducted at schools licensed by either AZ Dept. of Ed. Or MVD. All schools must

adhere to MSF curriculum

CALIFORNIA Waiver of Skill Test

COLORADO License office uses rider ed instructors to train examiners

CONNECTICUT One & the same.

DELAWARE Successful completion of MRC:RSS waives the Knowledge & Skill Test. Eye Test needed plus

fee of $5.00 to get motorcycle endorsement.

FLORIDA A line-staff relationship: The program is a part of the agency. Department of Highway Safety

& Motor Vehicles, Division of Driver Licenses, Bureau of Driver Education & DUI Program,

Florida Rider Training Program.

GEORGIA Some agencies administer both

HAWAII New. Legislation was only passed to take effect January 1998

IDAHO By law, they cooperate. Program coordinator is responsible for education and licensing content

and training. Transportation Department is responsible for administering tests.

ILLINOIS Course promotion at licensing facilities - flyer with annual mailout of registration renewal.

INDIANA Students who pass the MRC:RSS may waive the ALMOST

IOWA Close - Office of Driver Services, MVD, DOT administer all licensing; MRE a part of Office of

KENTUCKY Skill test is waived upon RSS completion; Students under the age of 21 must comply with

Kentucky graduated licensing program.

MARYLAND The Motorcycle Safety Program is a unit within the Driver Services Division

MASSACHUSETTS We are allowed to issue our graduates a certificate they use with MSF Course Completion Card

to gain exemption from motorcycle license road test.

MINNESOTA The contractor of the rider education program has contracted with the Dept. of Public Safety to

act as a third party tester

MISSOURI Excellent - cooperative

MONTANA Licensing bureau chief on advisory board.

NEW HAMPSHIRE We work side by side in the same office. They are very supportive of the program.

NEW JERSEY Very good

NEW MEXICO Very little

NEW YORK DMV has approved the MANYS as course sponsor for the raod test waiver and point and

insurance reduction program benefits.

NORTH CAROLINA They accept our graduate card and waive the skill test

OREGON Partnership to advance motorcycle safety & licensing compliance

PENNSYLVANIA Two separate programs

SOUTH CAROLINA None

SOUTH DAKOTA Students take RSS course completion cards in to License Exam Stations for MC license.

Examiners issue the MC license

TENNESSEE Separate divisions of Dept of Safety. Cooperate on test development & test waivers

TEXAS The Motorcycle Safety Bureau worked in concert with those responsible for the Department's

Driver License program to establish the riding test waiver.

UTAH Rider Training Program is administered by the Driver License Division. Other than waiving skill

test, no other interaction.

WASHINGTON Rider Ed. And Licensing in same division

WISCONSIN Joint efforts on updating administrative rules. DMV personnel attends our Spring and Fall Site

Administrator meetings and Instructor Workshops and attends Motorcycle Safety Advisory

Council Meetings.

TEXAS Fifteen-year-old riders are restricted to motorcycles with an engine size of 125 cc or less
