The SMSA was established in 1984 as a forum for the exchange of information among state-sponsored motorcycle rider education programs. Today, SMSA membership includes 41 states, 12 corporate, 5 professional (non-profit organizations), and a growing list of individual members. We are the people who are working to make a difference, the people who actually manage the safety programs at the state level, joined by other professional organizations, corporations and instructors in intense efforts to make motorcycle riding a safer and more enjoyable experience.

There is little, if any argument about the need for improved and expanded motorcycle safety programs in this country. Alcohol is present in nearly 40 percent of all fatally injured motorcycle operators. About 20 percent of motorcycle operators involved in fatal crashes have an invalid license. Most motorcyclists have not participated in any formal rider education training. And nearly half of all motorcycles involved in fatal crashes collide with another motor vehicle.

The Association provides guidance in planning, implementing and evaluating statewide safety programs. This State Motorcycle Program Survey is one example of the SMSA’s commitment to information and resource sharing among its current and future members. It is recommended and available to anyone who is truly interested in safety programs across the nation. Feedback from readers is welcome so that we can continue to meet the needs and address the areas of interest to our members.

Congratulations to all individuals, groups, and organizations who contributed to the accomplishments that are presented in this document. Let's continue the commitment to work for the betterment of motorcycle safety and to enhance the continuation of and quality of life that brings enjoyment to the motorcycling community.
