Forecasting Course Capacity and Instructor Volume

This formula will allow you to plan site activity based on the number of students you would like to train while maintaining a healthy student to instructor ratio.
The results of the "New Instructors Needed" column represent a starting point for achieving/maintaining a healthy instructor to student ratio.  The measure of the effectiveness of these numbers should be evaluated based on A) Instructor retention  B) Direct statements from instructors regarding their interest level   C) Statements from instructors regarding the demeanor of another instructor.  If any of these factors are consistently poor, you should consider decreasing the average number of Instructor Assignments per year.
When the formula shows no need for new instructors at a given site, remember that attrition could change that during the year.  If you have seats available in an IP after filling all other needs, consider filling those seats with people for sites with existing "healthy numbers."
The formula can be used for the needs of an entire state by simply inputting the state's numbers.  Information is more accurate and useful if it is used on a site-by-site basis.
To alter the formula, simply change the number in the "Default" cell.  If you choose to alter the formulas it is suggested that you start with small changes (I.e. .25 or .5)
