Professional Development Workshop for State Administrators National Standards for Entry Level Rider Training - presented by NHTSA ATTENDANCE RESTRICTED TO STATE PROGRAM ADMINISTRATORS |

This workshop will teach participants how to establish a more comprehensive approach to motorcycle safety within their States. Most motorcycle safety programs are doing an outstanding job of providing rider education and motorist awareness campaigns. Since the 1980's, rider education and motorist awareness have been considered the essential elements of a state's motorcycle safety effort. The recent increase in motorcycle crashes, fatalities and injuries has drawn new attention to what states should be doing for motorcycle safety. There is no single answer to reducing motorcycle crashes. This problem is complex and multi-faceted. To achieve a goal of reducing crashes, injuries and fatalities, states must now consider a more comprehensive approach to motorcycle safety.
The National Highway Traffic Safety Administration (NHTSA) has developed a guide to assist states in creating and administering this comprehensive motorcycle safety effort. The "Highway Safety Program Guideline No. 3" (HSPG) identifies the II components that states should include in their motorcycle safety program. These components are also the foundation for the NHTSA Motorcycle Safety Program Technical Assessments.
This PDW will review the components of HSPG No. 3, identify how the components can be incorporated into a State program, discuss partnering with Key stakeholders and provide guidance on doing a self-assessment of your motorcycle safety program. At the end of the PDW, participants will be able to measure their State program against HSPG No. 3 and begin the process for implementing a more comprehensive approach for reducing motorcycle crashes, fatalities, and injuries on their public roads. |

 BREAKOUT SESSION TITLES, SPEAKERS AND DESCRIPTIONS

Behind the Handlebars - A Motorcyclists View of the Road - Phil Sause A journey of perception and awareness. This presentation will help the rider improve perception skills and situational awareness through a detailed evaluation of common riding situations riders face in the traffic mix on every ride. The non-rider will also gain an appreciation for the challenges a rider faces and why some driver actions are appreciated by a motorcyclist.
Comprehensive Motorcycle Safety Plan: Analysis, Education and Enforcement Plan - Bill Schneider This presentation will focus on the analysis of single and multi-vehicle motorcycle crash records from 2006 through 2009 for the Sate of Ohio. The results from this data set show key motorcycle behaviors that lead to higher driver injury-severities associated with both single and multi-vehicle crashes. These results are then used to help law enforcement target key risky driver behaviors. Additional benefits highlight the importance of in-field crash reporting.
Describing A Safe Motorcyclist - Andrew S. Krajewski This will be an interactive-participant oriented presentation identifying the qualities, abilities and skills of a safe motorcyclist. The participants will help identify what a safe motorcyclist is and then determine how we can support the development of a safe motorcyclist. This will be based on information gathered by NHTSA through an expert panel. This information was the foundation for creating the standards for entry level rider training.
Herding Cats II: Taking Theory Into Practice - Al Hydeman Presentation will review principles of group dynamics discussed last year during "Herding Cats" program and will take on the application of the principles to the BRC classroom more directly. RiderCoaches are encouraged to bring best practices utilized in classroom settings that honor group facilitation principles.
Implementing the Rider Skills Test (RST) in Your State - Jim Heideman Session will discuss content of the new licensing exam offered by MSF and training and materials available to states that implement. Trained examiners will conduct the skills test as part of the session.
Practical Applications of the SMARTrainer in Public Awareness and Training - Phil Sause The Maryland Motorcycle Safety Program purchased two SMARTrainers at the beginning of 2009. Since then we have been using them at primarily various motorcycle events and in a limited way in rider training. If your program has bought, or is thinking about buying one of these units, this presentation will provide some ideas on how they can be effectively used as a public awareness and training tool.
QA Team Training - Sherry Williams, David Crouch and Keith Sopp MSF Staff will present outline of quality assurance specialist training that has been implemented by several state programs. The model program focuses on training in the basic skill sets necessary to fulfill the quality assurance team member position.
Reducing Accidents and Fatalities with Advanced Riding Clinics - Lee Parks The Total Control Advanced Riding Clinic (TCARC) is the only range-based, advanced street-riding curriculum with a 10-year track record for civilians, states and the military. In this eye-opening seminar, founder and national champion Lee Parks will explain how the TCARC is able to reduce accidents and fatalities by scientifically addressing the three critical areas of motorcycle training: mental, physical and mechanical.
RiderCoach Certification/Re-Certification: Current Issues and Future Actions - Ray Ochs Dr. Ochs will describe the new certification requirements MSF is proposing to ensure quality across all MSF curricula (e.g. 3WBRC, SBRC, RRC, IEM, SMARTrainer, ARC:ST). He will engage the audience in discussion about the current issues in certification and re-certification of RiderCoaches.
RiderCoach Mentoring - Steven P. Zarbatany and Dr. Michael M. Cosgrove The "Mentoring RiderCoaches" presentation will take participants on the RiderCoach journey from being trained and certified as a RiderCoach, to performing effectively and efficiently in the field as a RiderCoach. A RiderCoach Mentoring Program model will be presented, to include selection of R/C mentors, mentor characteristics and skills needed to be successful, reporting of the mentoring process, MTII case studies involving actual mentor report submissions, in line (mentoring while performing as a R/C) and off line mentoring (mentoring with no R/C responsibilities), and a discussion of the concept of R/C movement from a content to a context orientation. This presentation will provide the participant with some practical input for the implementation of a R/C mentoring program at their home site.
Risk Management & Rider Education - What You Need to Know - Blair Fox and Janice Bagley Discussion of often missed or misunderstood areas of risk as it relates to Rider Education.
SMSA Survey "Strike Force" - Joan Rasmussen and Pat Hahn The Executive Committee is revising the annual survey and would like input from program managers. The survey should contain current and relevant information from all member states and provide comparative data and customezed reports to assist states with motorcycle safety, training, and countermeasures programming. This interactive seminar will help decide which survey questions should stay, and which questions we should "strike", and what new questions should be added to ensure the survey is a useful tool.
The Feasibility of Tiered and Graduated Rider Licensing - Denise Hanchulak and Michael R. Calvin Looking at the structure and feasibility of Tiered and Graduated Rider Licensing for a smooth entry of new riders into the system.
The Psychology of the Military Motorcycle Rider and How the Army, Navy, and Marine Corps Changed Their Motorcycle Safety Culture - Bobbie Carlson The Soldiers, Sailors, Marines, Airmen, and Coast Guardsmen who ride motorcycles, as a group, have some characteristics different from their motorcycle-riding counterparts in the civilian world, but they also have some similarities. Although we will be discussing Army, Navy, and Marine Corps initiatives in our presentation, everything we discuss is relevant and could be applied to civilian world training. The military was experiencing off-duty motorcycle fatality rates that were unacceptable to the training world. The military stepped up their normal measures and then took some drastic measures. Through both types of measures - sticking to the norm and going way outside the box - the Army, Navy and Marine Corps have managed to change their motorcycle safety culture. Come to the presentation to see how they did it and how you too could change your motorcycle safety culture.
